Chimney flashing does require to be replacement and repaired over time. Using the same flashing from 1960's might be an issue. When you see shingles are overlapped on top of the chimney flashing and its caulked, this can be a sign of trouble slowly but surely. Step and counter flashing is the only way to waterproof a chimney properly with the help of ice and water shield as a back up.

Even with re-roofs, I highly recommend to remove and replace the old chimney counter and step flashing, otherwise this may be the first place to develop a leak in time, unless the flashing is made of copper which can sometimes last a lifetime if installed correctly.
