Your gutters can be in perfect condition and "clean as a whistle" but you're still getting water in your basement when it rains. A gutter's job is to pull water away from your foundation, so check the location of your downspout where it touches the ground. If it's too close to the house the rainwater can pool against the foundation and trickle into the basement. A simple extension on the downspout will take care of the problem.
